The Palm Hills Retail Center in Winter Park, Florida, involved the redevelopment of multiple assembled parcels along a key commercial corridor in the greater Orlando area. The project required extensive entitlements, civil engineering design, and permitting, with a focus on maximizing leasable area while balancing aesthetics, functionality, and code compliance in a highly competitive retail market.

Our team led the project from due diligence through closeout, navigating a complex entitlement process that included neighborhood opposition and multiple public hearings. We coordinated closely with the City of Winter Park, FDOT, and project consultants to address site access, layout, and design concerns, ultimately securing approval through a Conditional Use Permit.

Early efforts included feasibility studies and coordination of key due diligence items such as a Phase I environmental assessment, geotechnical investigation, boundary and topographic survey, and traffic impact analysis. Site planning efforts evaluated multiple configurations to optimize building area and parking across constrained, irregular parcels.

We prepared full construction documents covering site layout, grading, utilities, drainage, and stormwater management. Due to significant site constraints, the design incorporated substantial imported fill, retaining walls, and underground stormwater storage, along with coordination of a separate off-site parking parcel.

During construction, our team supported permitting and execution through shop drawing review, kickoff meetings, and ongoing coordination with the contractor and utility providers, helping address field conditions and maintain alignment with approved plans.

At project completion, we coordinated as-built documentation, testing, and agency closeout, resulting in successful certification and occupancy approval.
