The Smith’s Marketplace development in Tooele encompasses 37 acres, including a 10-acre grocery store site and 2-acre fuel center. Working with Perry Commercial, Galloway provided engineering services that included major infrastructure improvements. Following approximately one year of due diligence and one year of construction, the store opened in December 2025 and set a Kroger/Smith’s record for opening sales.
With approximately 50 feet of elevation change from the southeast to northwest corners, the site required extensive mass grading and a 4-acre-foot, high-hazard embankment detention basin serving the broader development.
The original design called for a sanitary sewer lift station to serve the northern portion of the property. Through coordination with Perry Commercial, the team developed an off-site gravity sewer outfall that eliminated the need for the lift station and provided a more efficient long-term solution.
Extensive roadway improvements were completed within Utah Department of Transportation and Tooele City rights-of-way. These included widening SR-36 and modifying an existing traffic signal to provide dual northbound left-turn lanes with 500 feet of storage each. Because median restrictions limited direct access from SR-36 to right-in/right-out movements, the team also designed a new traffic signal between Smith’s and the neighboring Home Depot development, improving access and circulation throughout the shopping center.
Close coordination among the project team, Perry Commercial, Tooele City, and other stakeholders helped maintain the accelerated entitlement and construction schedule. The completed development demonstrates how proactive coordination and creative problem-solving can efficiently move a complex project forward.
