Dave has more than 30 years of professional experience ranging from civil engineering and project management to executive administration, having served as Galloway president since 2006. Dave has worked extensively in the areas of project feasibility, site selection, site planning, entitlement assistance, client representation at public meetings and hearings, site design, grading and drainage studies, stormwater management, utility design and studies, permit coordination, and regulatory analysis.
Dave received his bachelor of science in civil engineering in 1988 from the University of Colorado, Boulder. He is a professional engineer licensed in 30 states; a LEED Accredited Professional; a member of the American Society of Civil Engineers (ASCE); and a Certified Retail Property Executive (CRX) and Certified Development, Design and Construction Professional (CDP) through the International Council of Shopping Centers (ICSC).

Carl offers 25 years of expertise in land development. His areas of emphasis have ranged from site feasibility, due diligence, and land entitlement approvals to general site engineering and project management. Carl has been instrumental in building some of Galloway’s most successful client relationships; and as a client manager, he continually strives to provide the highest level of service and dedication to projects.
Carl is highly active in the International Council of Shopping Centers (ICSC) and received his Certified Retail Property Executive (CRX) designation in 2013 and is also a Certified Development, Design and Construction Professional (CDP). He is a former ICSC State Operations Chair for Colorado/Wyoming and is a former co-chair for the Program Planning Committee for the ICSC Rocky Mountain Chapter.
Carl received a bachelor of science in civil engineering from the Colorado School of Mines along with a minor in environmental science in 1993, and in 1998 he graduated from the Leeds School of Business “50 for Colorado” program. In 2001, Carl received his master’s in business administration from the University of Colorado, Denver. Carl is a professional engineer (PE) registered with NCEES, licensed throughout the U.S., and a Certified Professional in Erosion and Sediment Control (CPESC). Kristoffer has provided innovative design solutions for 20 years and offers a wide variety of past project exposure for a variety of development projects nationwide. As the director of architecture, he provides design oversight for site planning, building design and project construction, and he brings a high level of attention, enthusiasm, and expertise to projects. Kristoffer is highly regarded for his ability to work with clients and teams in order to move past challenges and provide the highest quality design solution that is differentiated from competitors. His notable Colorado retail projects include Streets at SouthGlenn, Cornerstar, Promenade at Denver West, 1000 S. Colorado, and Webster Lake Promenade. Kristoffer provided design services for Promenade at Castle Rock, Aurora Metro Station, and the redevelopment of Westminster Promenade.
Kristoffer is licensed with the American Institute of Architects (AIA) and is a member of the National Council of Architectural Registration Board (NCARB). He is also a LEED accredited professional and holds memberships with the International Council of Shopping Centers, and NAIOP (Commercial Real Estate Development Association). Dave offers nearly 30 years of engineering design experience. Dave’s area of expertise is in fuel facility designs, including coordination with state and municipal authorities for zoning, planning, and building permits; above ground and underground tanks for bulk storage plants, airport FBO, retail facilities, and private fleet fueling; emergency generators; and preparation of Spill, Prevention, Control and Countermeasures Plans (SPCCP’s). Dave is also highly experienced in site development, including site layouts; grading; drainage studies; utility design and detention facilities; public street and utility design; and electrical, HVAC, and plumbing design.
Dave received his B.S. in civil and environmental engineering from Clarkson University in Potsdam, NY in 1989. He is a licensed professional engineer, a LEED accredited professional, and an associate member of the American Society of Civil Engineers (ASCE).

Sr. Civil Project Manager
Brandon provides nearly 20 years of experience in civil engineering and project management for various projects ranging from small retail sites to big-box retail developments and multiuse projects. Brandon is highly knowledgeable in all project phases, with extensive experience in designing and producing stormwater pollution prevention plans and erosion control plans, including grading and drainage design for environmental remediation projects. He is also highly experienced in collaborating with cities, municipalities, districts, and outside consultants to obtain entitlements and permits. He has built some of Galloway’s most successful client relationships through his attentiveness and dedication to project success.
Brandon is a licensed professional engineer (PE) registered with the NCEES and a LEED accredited professional. He received his bachelor of science in civil engineering from the University of Utah in 1999.
Survey Team Manager
Lyle offers more than 38 years of comprehensive surveying experience, including topographic, boundary, photogrammetry, right-of-way, ALTA, and route surveys, as well as FEMA certificates, subdivision plats, and construction staking. He has also performed well monitoring surveys, small dam design surveys, land survey plats, final plats, GPS-GIS control surveys, and has written legal descriptions. As the survey manager for Galloway, Lyle oversees staff and projects, manages survey crews, coordinates with clients and outside consultants, and prepares project schedules and budgets.
Development Services Team Manager
Tasha offers nearly 15 years of experience in coordinating public and private commercial development projects through regulatory approval processes, with particular emphasis on site investigations, feasibility studies, and case management. She also represents and advises clients to secure development entitlements and permitting, and she prepares project time lines and coordinates with internal and external design teams to accomplish permitting and construction schedules.
Additionally, Tasha leads collaborative efforts between community neighborhood organizations, developers, and political approval authorities to meet development objectives, while facilitating problem solving and dispute settlement on individual development cases utilizing judgment skills required to balance legal concerns of regulatory code restraints with economic development needs of the developer. She offers extensive knowledge as well as highly effective communication and coordination capabilities.

Jim Child, AIA, LEED AP, has over 40 years of architectural design experience. He has exceptional technical, management, and design skills working interactively with corporate, institutions, and government clients on numerous types of projects. Jim has been instrumental in designing and coordinating complex government and justice projects involving multi-dependent security systems while unifying varied and diverse user groups. He also has extensive experience and understanding of the architectural requirements of public services facilities. Jim is hands-on in his work efforts, which provides a well-organized and efficient project.
Jim is a registered architect in Utah, Colorado, Nevada, California, Washington, and Wyoming. He is a member of AIA’s Academy for Architecture Justice Committee, a LEED Accredited Professional, and a registered member of the National Council of Architectural Registration Board (NCARB). Jim earned his Bachelor of Science degree in finance and a Master of Architecture from the University of Utah.
Photometrics Team Manager
Jim offers more than 25 years of experience in drafting and developing standard electrical details, with emphasis on fuel facility design, for local and national clients. Jim is one of the country’s few site lighting design professionals, and is certified by General Electric, Cree and LSI Industries. This certification enables him to provide site lighting analysis and design for new and existing projects. In addition to photometric design, Jim’s experience also includes assisting with creating, cataloging, and managing fueling standards for large, national retailers as well as in-house collaboration regarding site development layout of conceptual site plans.
Jim is a certified site lighting design professional and a LEED accredited professional. He attended the University of Southern Colorado, Pueblo.
Sr. Survey Project Manager
Frank brings extensive knowledge and a history of project success to our survey team. Frank has more than 30 years of survey knowledge in a wide variety of markets, spanning multiple field areas. He brings a broad and insightful perspective to enhance client satisfaction and project delivery, which will be an asset to the whole survey team.
Frank is a 1988 graduate of the Denver Institute of Technology, where he received his Associate of Applied Science in Applied Science and Mapping. Frank is a licensed professional land surveyor in Colorado, Wyoming, South Dakota, Nebraska, and Iowa, and is a Certified Federal Surveyor (CFedS).

Brandon offers exceptional knowledge in civil engineering and project management for commercial land development projects ranging from smaller retail facilities such as fueling facilities and drive-thru restaurants to larger big-box anchored retail centers. Sr. Civil Project Manager Boyd Preece, PE, offers more than 13 years of experience in civil engineering and provides exceptional knowledge in identifying site constraints, navigating the approval processes, and civil design. Boyd is recognized for his strong technical skills, works in all phases of development, and offers extensive experience with public agency regulations and entitlements. Previously the owner of Finish Grade Engineering, he is now the regional office manager for Galloway’s office in Pleasant Grove, UT. Clients appreciate that Boyd keeps their goals at the forefront as he integrates their project requirements into the plans and specifications. Additionally, Boyd brings a public perspective to his projects, having served on the Bluffdale City Council from 2016 to 2020. He received his Master of Engineering degree from Utah State University, with a civil and environmental focus. Boyd is a professional engineer licensed in Utah.

John provides more than 25 years of experience in civil engineering, project management and land development for private clients that include developers, investors, builders and other consultants, as well as for various public agencies including municipalities, military bases, and the federal government. John brings his expertise to create innovative solutions for overcoming challenges and design constraints in order to provide high-level, quality designs and successful projects.
John is a professional engineer (PE) registered in Colorado and California, and he is a LEED accredited professional. He is a member of the steering committee for the Southern Colorado ACEC, serves on the board of directors for the Colorado Springs Housing & Building Association (HBA), is recent chair of the HBA utilities committee and past vice chair of the land use committee, is a past board of director for American Council of Engineering Companies (ACEC) of Colorado, and is a member of the Society of Military Engineers (SAME). John received his BS in civil engineering from San Diego State University in and his BA in chemistry at the University of California, San Diego.

Alicia offers more than 20 years of experience as a project manager in mechanical HVAC design. She provides extensive knowledge in mechanical HVAC and plumbing design, coordination of mechanical and plumbing systems, on-site problem solving, and building commissioning for new construction and remodel projects. Alicia has worked extensively on a wide variety of projects, including commercial, municipal, educational, warehouse, multifamily, senior housing, medical, religious restaurant/entertainment, hotel/casino, and water treatment facilities. She is dedicated to building client relationships and providing the highest level of service.

Rob offers more than 30 years of engineering experience as a project manager on a variety of projects along Colorado’s Front Range and Western Slope, as well as in California. His experience includes project management and design for commercial land development, multifamily development, single-family development and transportation projects. He also offers extensive experience in site planning, water and wastewater planning, roadway planning and design, and architectural and structural design. Rob has worked much of his career in northern Colorado, and he now manages Galloway’s Loveland office.
Rob studied civil engineering at Crafton Hills College in Redlands, CA; California Polytechnic State University in Pomona, CA; and Valley College in San Bernardino, CA.

Hoshi offers more than 19 years of corporate and commercial interior design knowledge. Having previously worked at HOK and Perkins&Will, she brings an exceptional resume to the Galloway team. Her vast experiences with various clients enable her to understand their challenges in the complex business world and provide appropriate interior and architectural solutions that meet their functional, economic, and aesthetic needs. To do so, she listens to clients and becomes their trusted advisor. Additionally, she effectively manages internal and external teams to ensure the efficient completion of each project stage.
Hoshi received her Bachelor’s in interior design at Washington State University. She is co-founder and vice president of the Dallas Japanese Career Women (DJCW) and serves on the boards for Southfair Community Development Corporation in Dallas and Green Careers Dallas. She is also a member of the Cornet Colorado Chapter.

Chris brings nearly 25 years of experience to the Galloway architecture team. Over his career, he has lead the collaboration of design-build projects for a broad range of land uses in the retail, residential, municipal, and federal markets. Chris brings a unique perspective to his work because he has served from both the architectural side and as a construction services provider. He always keeps the client’s needs and budget in mind, and is a valuable asset to any project he takes on.

Chris Child has over 14 years of experience in leading numerous project teams to help municipal clients design and implement solutions that exceed their project goals throughout the state. Chris has the exceptional ability to take a project from design to completion with increased coordination and a detailed approach that promotes team collaboration. He has experience with multiple public works and maintenance facility projects, which utilize his thorough understanding and of equipment handling and coordination, and knowledge of operational workflows. Chris will bring a vast background of operating flows and equipment planning knowledge and collaborate with all team members.

Director of Federal Project Development
With more than 35 years of experience in federal construction projects, Rob leads Galloway’s business development efforts in the federal market while providing extensive knowledge in construction contract administration, auditing, procurement, quality control, design review, and value engineering. With long ties to the military along the Front Range, including a tour in Iraq during Desert Storm with the U.S. Army Corps of Engineers, Rob will be working alongside many of the contractors and design firms in the area to help provide assistance with federal design work. His wide range of federal experience is a valuable asset to Galloway in the ever-growing federal marketplace. Rob is headquartered in Galloway’s Colorado Springs office as he focuses his efforts on the design needs of our military. As this sector grows, his efforts will encompass additional federal agencies.
Rob is a graduate of the University of Illinois in Champaign-Urbana and is a licensed professional engineer in Colorado and Illinois. He has worked with several federal agencies including the U.S. Army Corps of Engineers, SBA, FEMA, HUD, Air Force, Navy, EPA and DOE.

Scott Holmes, AAIA, has built a diverse project portfolio that includes architectural experience on various facilities ranging from municipal, commercial, healthcare, educational, and recreational. Over the course of his 23 years of experience, Scott has led many teams and worked with public and private clients to design and implement solutions that met the specific goals of the projects. Scott’s projects successfully balance complex codes and requirements with operational demands and ultimately successful user experiences.
Scott is an Associate Member of AIA and a member of the U.S. Green Building Council. Scott earned his Associates in Architecture from Salt Lake Community College.
Transportation Team Manager
Brian has ten years of experience in the traffic engineering and transportation planning field. He has experience working to address transportation issues and use data to create innovative solutions for both private real estate developers and public sector clients. Brian’s experience also includes traffic and parking studies of varying nature and scope and data collection activities. Brian is a motivated leader whose technical skills and natural charisma make him an asset to every team.

Redge offers more than 20 years of experience in building design that encompasses a wide variety of building (and non-building) structures utilizing steel, concrete, masonry and wood. Redge is skilled at the creation of economical designs with architectural teams and value engineering the structures for the client while providing a safe end product. He is highly experienced in project management, client coordination, and quality control review, and he is skilled in RISA, Tedds, ENERCALC, STAAD, Revit and AutoCad applications. His experience includes structural design for a wide variety of projects, as well as tenant improvement and retrofits to existing buildings. Redge has also performed forensic engineering for litigation and insurance clients.

Ryan offers 15 years of experience in utility design, grading, drainage, roadway design, best management practices and erosion control. He is highly skilled at managing projects through all phases, from the concept and permitting through design and construction. He also has experience completing site investigations and visual pavement evaluations at existing sites for rehabilitation projects. Ryan’s project experience includes downtown revitalization, light industrial, commercial, schools, residential and federal projects. Ryan offers excellent communication skills and effectively coordinates with design team members to ensure project completion in an efficient manner.

Christian Michaelson, senior civil project manager/regional manager for Galloway & Company, Inc. offers more than 15 years of experience in civil engineering and land development. As Galloway’s Salt Lake City regional manager, Christian is responsible for team coordination and management, client relations and coordination, mentoring staff, and business development efforts. Additionally, Christian supports project management with extensive experience in industrial, commercial, and residential site design, and he offers extensive background in roadway design, contract administration, materials testing and inspection, CAD drafting, and geographic information systems.
Christian is a 2004 graduate of Utah State University with a B.S. in civil engineering. He is a licensed professional engineer in Utah and registered with the National Council of Examiners for Engineering and Surveying (NCEES). Christian is also a member of the American Society of Civil Engineers.

Rod brings nearly 40 years of industry experience to the Galloway team, where he excels at building relationships and supporting business development efforts. As a civil engineer, Rod is highly experienced in a wide variety of areas including pavement management, construction, and water resource management. He leverages his extensive knowledge of the Utah market and engineering experience to help develop optimized solutions for clients. He received his Bachelor of Science in civil engineering from the University of Utah.
Site Development Project Manager & Fresno Regional Manager
Terra provides 15 years of project management, civil engineering, surveying, and environmental compliance experience in the California market. Her diverse experience includes projects for commercial, multifamily, single family, senior living, mass transit, hotel, religious institution, industrial and infrastructure development. Terra serves as a key liaison between developers, architects, municipalities and contractors, effectively advocating clients’ needs and goals. As an environmental compliance specialist, Terra is also knowledgeable of regulations involving the California State Water Resources Control Board (SWRCB), San Joaquin Valley Air Pollution Control District (SJVAPCD), and the California Environmental Quality Act (CEQA).
Terra received her BS in civil engineering from California State University, Fresno. She is a licensed professional engineer in California, a California land surveyor in training, a qualified SWPPP developer, certified in SJVAPCD dust control, and a member of the International Council of Shopping Centers (ICSC). Terra holds memberships in Fresno Commercial Real Estate Women, National Women in Construction (NAWIC), and the California Stormwater Quality Association (CASQA). Blake offers nearly ten years of experience in architectural design. He has

and organizational skills, Blake has also managed a national roll-out

Sr. Civil Engineering Project Manager
Joe offers 18 years of professional experience in roadway and infrastructure experience as well as commercial site development. As a senior civil project engineer, Joe designs and reviews plans and coordinates with clients, planners, architects, and engineers as well as municipal, county, and state officials to design and build retail land development projects from planning through construction. Joe also supervises the preparation of all plans, specifications, and consultant reports (geotechnical, environmental, utility, etc.) related to his projects.
Additionally, Joe is highly experienced in preparing preliminary engineering design studies as well as hydrologic studies and drainage reports, and designing sewer and storm drain systems as underground infrastructure.
Joe is a licensed professional engineer and a LEED Accredited Professional. He received his bachelor of science in civil engineering technology from the University of Kansas in 1999. He also received a master’s degree in business administration from the University of Colorado in 2013.
Water Resources Team Manager
Chris has over 28 years of experience in water resource management, with specialized experience in the analysis of hydrologic, hydraulic, and erosional processes. He is responsible for the planning, coordination and management of projects in a wide variety of markets and applications, from stormwater design to FEMA coordination. Chris has worked extensively with public and private clients and is highly experienced at permitting complex floodplain projects through local, state and federal jurisdictions. His strong communication skills and dedication to his projects ensure a successful project outcome.
Civil Engineering Project Manager
James offers more than 20 years of extensive civil engineering experience in Northern Colorado, including residential, mixed use, institutional and commercial development. He provides strong analytical and problem resolution skills and out-of the-box thinking while implementing ideas to benefit project shareholders. His skills include construction document preparation for grading, drainage, erosion control, roads, and utility design. His background also improving techniques in grading, plan and profile creation for utilities and roads, and file management.
James is a graduate of Colorado State University with a BS in civil engineering (1998) and a BS in geology with a concentration in hydrogeology (2012). He is professional engineer licensed in Colorado and a LEED accredited professional.

Jenny offers 15 years of experience in civil engineering design. Her experience includes civil engineering analysis, design, production, project management, construction contract administration, and implementation. She has worked on projects for the commercial, public, industrial, transportation, and residential markets.
Jenny also offers significant experience in cost estimation and analysis, construction document preparation, drainage design, roadway and site grading design, infrastructure design and modeling, site layout, specification preparation, stormwater management design, and utility systems design.
Jenny is a licensed professional engineer in Colorado. She received her bachelor of science degree in civil engineering from the Colorado State University in 2005.

Gary offers over 20 years of experience in both design and construction of commercial projects ranging from single branch banks, to large-scale office buildings, to medical office buildings, to regional shopping centers. In addition to his significant experience in producing drawings from schematic design through construction documents, Gary’s skills include design team coordination and construction phase services, as well as management of project costs, schedule requirements, constructability and market issues. He also offers significant experience in tenant finish for retail users. Gary offers exceptional capability in handling detailed project requirements, and he provides a hands-on, results-oriented, collaborative project approach, which helps ensure successful project delivery.
Gary is an AIA member and a registered member of the National Council of Architectural Registration Board (NCARB). Gary is a 1995 graduate of Arizona State University in Tempe where he received his bachelor of science in architecture.

With 30 years of experience in the construction industry, Mark excels at making industry connections and building relationships while championing Galloway in the marketplace. With extensive experience on the contractor side of the construction industry, Mark offers valuable insight into all stages of the development process. Additionally, Mark drives Galloway’s business development by leading efforts to define and pursue new markets as well as facilitating Galloway’s responsiveness to emerging opportunities.
Mark earned his BS in construction management from Colorado State University in 1988 as well as his MA in counseling from Denver Seminary in 1996. He is a LEED accredited professional, an active member of the International Council of Shopping Centers (ICSC), and holds memberships in the Urban Land Institute (ULI) and the Home Builders Association of Metro Denver (HBA).
Development Services Project Manager
Jeff provides engineering and entitlement services to Galloway’s clients, guiding them through various permitting processes. Jeff’s 26 years of engineering and site development experience includes site planning, entitlement assistance, site design, grading, drainage design studies, stormwater management, utility design, studies, permitting coordination, and regulatory agency analysis. He has completed design projects for multinational corporations, including restaurants, retail-anchored big-box shopping centers, junior box retail, grocery centers, small retail, early childhood learning centers, and fueling facilities.
Chief Financial Officer
Galloway Chief Financial Officer John Wirtz demonstrates an outstanding record of helping Galloway assess, measure and achieve financial performance targets. He plays a key role in Galloway’s strategic and annual planning, financial planning and analysis, budgeting, and process development and refinement. John utilizes his 18 years of business experience to develop processes and cost saving practices, as well as build relationships. John received his MA in Accountancy from Miami University, Oxford, OH.
