Will is a registered professional engineer and professional traffic operations engineer with more than 20 years of experience in transportation engineering and planning for a wide range of development projects. His experience includes transit-oriented developments, multimodal traffic impact studies, bicycle and pedestrian planning, freeway and limited access studies, parking studies, master plan studies, and micro-simulation analyses. As a recognized industry leader, he has advised and steered policy and ordinance updates in multiple Northern Virginia jurisdictions. He is also passionate about planning sustainable transportation systems within dynamic land development environments.

Will received his bachelor’s and master’s degree in civil and infrastructure engineering from George Mason University in Fairfax, Virginia and has since returned to his alma mater to serve as an adjunct instructor for civil, environmental, and infrastructure engineering. In addition, Will served on the Tysons Transportation Service District Advisory Board (TTSDAB).

Kevin Fellin

Kevin is a registered professional engineer offering more than 25 years of extensive experience in the field. He specializes in traffic impact studies, parking analyses, and transportation consulting for a wide variety of clients, including developers, architects, local governments, institutional users, and the Federal Government.

His skillset includes capacity analysis, directional distribution analysis, vehicular access studies, traffic impact studies, micro-simulation analysis, parking analyses and design, parking reduction, data collection, and report preparation. Kevin is dedicated to delivering comprehensive transportation solutions to his clients’, ensuring efficient and effective traffic and parking management for diverse development projects. He obtained his bachelor’s degree in civil engineering from Virginia Polytechnic Institute and State University and is a member of the Institute of Transportation Engineers (ITE).

Les Adkins

Les is a registered professional engineer, a professional transportation traffic operations engineer, and a professional transportation planner with more than 15 years of experience in transportation engineering. As a transportation engineer and planner, Les has experience conducting traffic analyses for various types of developments, including commercial, retail, mixed-use, residential, and institutional uses.

This work includes traffic impact studies, parking analyses, traffic forecasting and operational analyses, jurisdictional guideline review and implementation, site-level detail analyses, technical report preparation and presentation, and data collection. Les received his bachelor’s degree in civil engineering from the Virginia Polytechnic Institute and State University
