Galloway and Layton Construction was selected as the design-build team to develop a new prototype youth detention facility to address the need for a state-of-the-art facility in the southwestern region of Utah and other areas of the state. This joint effort resulted in a design that minimized staffing requirements through simplified circulation and improved sightlines. Direct supervision by counselors and staff, essential educational services, and culinary facilities complement the programs offered.

The overall mission was to create a design that provided a safe, supportive environment for youth rehabilitation. The facility offers secure detention and long-term housing, as well as space for administration, case workers, councilors, and the management of early intervention programs. It also provides an important educational component that allows easy access for outside educational staff.

The design utilized two main corridors, each hinged on a central control room. This vantage point monitors visibility through primary circulation paths in secure and non-secure areas, making this facility not only functional but also adaptable.

The remote location and harsh climate required specific energy-conserving strategies. We used many sustainable building concepts and utilized a geo-exchange HVAC system to replace boilers and chillers.

The building was oriented to mitigate the intrusion of blowing sand into the facility, demonstrating a thoughtful integration with the natural environment. Ground-source heat pumps provide the majority of heating and cooling needs. Xeriscape landscaping complements the harmonious desert colors of the facility, creating a serene and inviting atmosphere.

In 2019, with statewide changes to the detention standards, the former north secure housing unit and part of the education unit were renovated and converted to non-secure shelters and transitional housing. Galloway was selected to provide architectural and interior design services for the remodel at the detention center in Hurricane, Utah.
