Bloom is an approximately 230-acre master-planned community in Fort Collins, Colorado with single-family, multifamily, and commercial developments.
Galloway provided civil engineering, survey (construction staking), and traffic engineering for the first two filings, which are about nine acres of single and multifamily developments.
The first filing was a critical first step to advance future filings and involved coordinating with the city, water district, and sanitary district to execute successful grading, stormwater, roads, and erosion control. In addition, our team integrated the work of multiple outside civil engineering firms and a different developer’s documents into our documents and the city process.
The site presented an opportunity to simultaneously create irrigation and stormwater ponds so the site has raw and irrigation ditch water. This was beneficial because raw water and making use of the water onsite is less expensive than potable water. While this situation has been rare in the past, it is becoming a more commonly accepted solution.
A grid of streets ties into the existing network and infrastructure to facilitate access and circulation throughout the site. As part of the City and County requirements, Galloway conducted multiple traffic impact studies (TIS) per Larimer County Urban Area Street Standards (LCUASS). Due to the large size of the development, significant coordination on the TIS was required between Galloway and the City. The TIS provided operational-level detail to facilitate the planning of the overall development, which will include a new railroad crossing, to ensure it met the needs and goals of the developer while furthering the City’s master plan and staying within City and County guidelines for development.
