Dave has more than 35 years of professional experience ranging from civil engineering and project management to executive administration, having served as Galloway’s president since 2006. Dave has worked extensively in project feasibility, site selection, site planning, entitlement assistance, client representation at public meetings and hearings, site design, grading and drainage studies, stormwater management, utility design, and studies, permit coordination, and regulatory analysis.
Dave received his bachelor of science in civil engineering in 1988 from the University of Colorado, Boulder. Carl offers more than 30 years of expertise in land development. His areas of emphasis have ranged from site feasibility, due diligence, and land entitlement approvals to general site engineering and project management. Carl has been instrumental in building some of Galloway’s most successful client relationships. As a client manager, he strives to provide the highest service and dedication to projects.
Carl is highly active in the International Council of Shopping Centers (ICSC) and received his Certified Retail Property Executive (CRX) designation in 2013 and is also a Certified Development, Design, and Construction Professional (CDP). He is a former ICSC State Operations Chair for Colorado/Wyoming and is a former co-chair for the Program Planning Committee for the ICSC Rocky Mountain Chapter.
Carl received a bachelor of science in civil engineering from the Colorado School of Mines along with a minor in environmental science in 1993, and in 1998 he graduated from the Leeds School of Business “50 for Colorado” program. In 2001, Carl received his master’s in business administration from the University of Colorado, Denver. From initial site planning and building design to project construction, Kristoffer brings a high level of attention, enthusiasm, and expertise to projects. He is highly regarded for his ability to work with clients and teams to move past challenges and provide the highest quality design solution that is differentiated from competitors. Kristoffer works across most major market segments with a focus on multifamily, mixed use, hospitality, industrial, and commercial retail projects.

Lyle offers more than 45 years of comprehensive surveying experience, including topographic, boundary, photogrammetry, right-of-way, ALTA, route surveys, FEMA certificates, subdivision plats, and construction staking. He has also performed well monitoring surveys, small dam design surveys, land survey plats, final plats, and GPS-GIS control surveys and has written legal descriptions. As the survey manager for Galloway, Lyle oversees staff and projects, manages survey crews, coordinates with clients and outside consultants, and prepares project schedules and budgets.

He also has extensive experience and understanding of the architectural requirements of public services facilities. Terra is a critical liaison between developers, architects, municipalities, and contractors, effectively advocating clients’ needs and goals. Previously the owner of Finish Grade Engineering, he is now the regional office manager for Galloway’s office in Pleasant Grove, UT. Additionally, Boyd brings a public perspective to his projects, having served on the Bluffdale City Council from 2016 to 2020. With more than 40 years of experience in federal construction projects, Rob leads Galloway’s business development efforts in the federal market while providing extensive knowledge in construction contract administration, auditing, procurement, quality control, design review, and value engineering. With long ties to the military along the Front Range, including a tour in Iraq during Desert Storm with the U.S. Army Corps of Engineers, Rob will be working alongside many of the contractors and design firms in the area to help assist with federal design work. His wide range of federal experience is valuable to Galloway in the ever-growing federal marketplace. Rob is headquartered in Galloway’s Colorado Springs office as he focuses his efforts on the design needs of our military. As this sector grows, his actions will encompass other federal agencies.
Rob is a graduate of the University of Illinois in Champaign-Urbana and is a licensed professional engineer in Colorado and Illinois. He has worked with several federal agencies, including the U.S. Army Corps of Engineers, SBA, FEMA, HUD, Air Force, Navy, EPA, and DOE.

Tyler offers 13 years of experience in structural engineering and has managed multiple concurrent projects, from schematic design through the completion of construction. He has experience in various projects, including multifamily residential, mixed-use mid-rises, custom single-family homes, military housing, and commercial development. As a project manager, Tyler produces construction documents, oversees construction administration, coordinates with clients, and executes quality control reviews.

Scott’s projects balance complex codes and requirements with operational demands and successful user experiences.

Will is a registered professional engineer and professional traffic operations engineer with more than 20 years of experience in transportation engineering and planning for a wide range of development projects. His experience includes transit-oriented developments, multimodal traffic impact studies, bicycle and pedestrian planning, freeway and limited access studies, parking studies, master plan studies, and micro-simulation analyses. As a recognized industry leader, he has advised and steered policy and ordinance updates in multiple Northern Virginia jurisdictions. He is also passionate about planning sustainable transportation systems within dynamic land development environments.
Will received his bachelor’s and master’s degree in civil and infrastructure engineering from George Mason University in Fairfax, Virginia and has since returned to his alma mater to serve as an adjunct instructor for civil, environmental, and infrastructure engineering. In addition, Will served on the Tysons Transportation Service District Advisory Board (TTSDAB).

Kristen’s excellent communication, organization, and problem-solving skills contribute to the successful and timely completion of projects.
Kristen is a certified Erosion Prevention and Sediment Control Inspector as well as a Trenching and Excavating Competent Person. She is a member of the National Council of Examiners for Engineers and Surveying (NCEES) and received her bachelor’s degree in civil with a minor in renewable energy from the Colorado School of Mines.

Troy is a project manager and professional civil engineer with more than 23 years of experience in the design and construction management of commercial land development, multifamily, and industrial projects. He has demonstrated the ability to successfully deliver site development and infrastructure projects while maintaining positive relationships with agency staff and project team members. Relevant experience includes the design of storm sewer collection systems, water supply systems, sanitary sewer systems, roadways, and private site infrastructure, as well as the coordination of work with multiple disciplines and design firms.
His project experience has offered him the opportunity to work with many local municipalities, counties, states, metropolitan and special districts, water & sanitation districts, irrigation companies, utility providers, CDOT, US Army Corps of Engineers, railroads, and numerous private sector organizations. Troy graduated from Michigan State University with a bachelor’s degree in civil engineering.

His background also improves grading, planning, and profile creation techniques for utilities and roads and file management.

Before becoming a design professional, Fred served in the U.S. Army from 1968 until 1974 and is a veteran of the Vietnam War. His early years in architecture included work on projects ranging from multifamily housing, schools, laboratories, rapid transit stations, military projects, and stadiums. In 1982, he and a partner founded Pucciano & English, Inc. and established a passion for designing multifamily projects. In 2011, Fred and his son Jeff Pucciano founded Studio for Housing Design, LLC, now part of the Galloway family.
Fred received his Bachelor of Science and Master of Architecture degrees from Georgia Tech. He is a member of the Atlanta and North Georgia Chapters of AIA. He has also served as a member of the AIA National Committee on Housing, the National Trust for Historic Preservation, Habitat for Humanity, and the U.S. Green Building Council.

Rick has experienced diverse facets of technology throughout his career from desktop support and enterprise networking to business ownership. These experiences have allowed him to adapt and grow within his current AEC world and at Galloway.
Rick received his Associate of Applied Science in electrical, electronics, and communications engineering from the Denver Institute of Technology.

Additionally, Mark drives Galloway’s business development by leading efforts to define and pursue new markets and facilitating Galloway’s responsiveness to emerging opportunities.
Mark earned his BS in construction management from Colorado State University in 1988 and his MA in counseling from Denver Seminary in 1996. He is a LEED-accredited professional and an active International Council of Shopping Centers (ICSC) member. He holds memberships in the Urban Land Institute (ULI) and the Home Builders Association of Metro Denver (HBA).
