Sr. Civil PM & Southern Colorado Regional Manager
John provides more than 25 years of experience in civil engineering, project management and land development for private clients that include developers, investors, builders and other consultants, as well as for various public agencies including municipalities, military bases, and the federal government. He successfully establishes excellent working relationships with clients through a strong work ethic and his personal values of honesty, integrity, trust and teamwork. John brings his expertise to create innovative solutions for overcoming challenges and design constraints in order to provide high-level, quality designs and successful projects.
John is a professional engineer (PE) registered in Colorado and California, and he is a LEED accredited professional. He is a member of the steering committee for the Southern Colorado ACEC, serves on the board of directors for the Colorado Springs Housing & Building Association (HBA), is recent chair of the HBA utilities committee and past vice chair of the land use committee, is a past board of director for American Council of Engineering Companies (ACEC) of Colorado, and is a member of the Society of Military Engineers (SAME). John received his BS in civil engineering from San Diego State University in and his BA in chemistry at the University of California, San Diego.
Director of Federal Project Development
With more than 35 years of experience in federal construction projects, Rob leads Galloway’s business development efforts in the federal market while providing extensive knowledge in construction contract administration, auditing, procurement, quality control, design review, and value engineering. With long ties to the military along the Front Range, including a tour in Iraq during Desert Storm with the U.S. Army Corps of Engineers, Rob will be working alongside many of the contractors and design firms in the area to help provide assistance with federal design work. His wide range of federal experience is a valuable asset to Galloway in the ever-growing federal marketplace. Rob is headquartered in Galloway’s Colorado Springs office as he focuses his efforts on the design needs of our military. As this sector grows, his efforts will encompass additional federal agencies.
Rob is a graduate of the University of Illinois in Champaign-Urbana and is a licensed professional engineer in Colorado and Illinois. He has worked with several federal agencies including the U.S. Army Corps of Engineers, SBA, FEMA, HUD, Air Force, Navy, EPA and DOE.
Survey Team Manager
Lyle offers more than 38 years of comprehensive surveying experience, including topographic, boundary, photogrammetry, right-of-way, ALTA, and route surveys, as well as FEMA certificates, subdivision plats, and construction staking. He has also performed well monitoring surveys, small dam design surveys, land survey plats, final plats, GPS-GIS control surveys, and has written legal descriptions. As the survey manager for Galloway, Lyle oversees staff and projects, manages survey crews, coordinates with clients and outside consultants, and prepares project schedules and budgets.

With 30 years of experience in the construction industry, Mark excels at making industry connections and building relationships while championing Galloway in the marketplace. With extensive experience on the contractor side of the construction industry, Mark offers valuable insight into all stages of the development process. This helps him successfully identify client needs and effectively apply Galloway’s comprehensive services to development projects. Additionally, Mark drives Galloway’s business development by leading efforts to define and pursue new markets as well as facilitating Galloway’s responsiveness to emerging opportunities.
Mark earned his BS in construction management from Colorado State University in 1988 as well as his MA in counseling from Denver Seminary in 1996. He is a LEED accredited professional, an active member of the International Council of Shopping Centers (ICSC), and holds memberships in the Urban Land Institute (ULI) and the Home Builders Association of Metro Denver (HBA).
